"I've checked the numbers, and Proposition 2 is better than Proposition 1, he said. "The Taxman knows that Proposition 2 will refund tens of millions of taxpayer dollars while Proposition 1 won't save you a dime on your property tax bill over the next few years." Bettencourt urged voters to choose Proposition 2 over Proposition 1 at the polls. Proponents of Proposition 2 call their proposition a "Taxpayers' Bill of Rights." Why vote for Proposition 2? Here are some of the reasons: The proposition was designed by citizen taxpayers The concept has been proven to work in other states and cities Proposition 2 was placed on the ballot by 29,000 Houstonians who signed a petition Proposition 2 caps the "take" from City of Houston taxpayers at inflation plus populaiton growth; in other words, the natural growth rate of the economy Proposition 2 protects bondholders. That's guaranteed. Politicians who want to spend more than the combination of inflation and population growth can do so, provided they get taxpayers to vote approval. Proposition 2 refunds all excess taxes and revenue to the citizens. In the event of a declared disaster emergency, Proposition 2 allows for an exception. Interesting facts to consider: For more than a decade, Colorado's version of Proposition 2 has returned $3.2 billion to taxpayers. Why vote against Proposition 1? Prop 1 won't save you a dime on your property taxes Prop 1 misleads seniors into thinking they are getting tax exemptions, but, except for a $40 exemption in 2008, the exemptions were already scheduled to take effect Prop 1 only caps 25% of city revenue Prop 1 does not cap water and sewer rates. It allows for rate increases with new debt Prop 1 does not refund excess taxes Who should decide how much government we can afford? We the people! Vote for Proposition 2!
