Bettencourt has checked the numbers: Prop 2 is better than Prop 1, he says Harris County Tax Assessor-Collector Paul Bettencourt is backing Proposition 2, to be voted on in the Nov. 2 City of Houston election. "I've checked the numbers, and Proposition 2 is better than Proposition 1, he said. "The Taxman knows that Proposition 2 will refund tens of millions of taxpayer dollars while Proposition 1 won't save you a dime on your property tax bill over the next few years." Bettencourt urged voters to choose Proposition 2 over Proposition 1 at the polls. Proponents of Proposition 2 call their proposition a "Taxpayers' Bill of Rights." Why vote for Proposition 2? Here are some of the reasons:
Politicians who want to spend more than the combination of inflation and population growth can do so, provided they get taxpayers to vote approval. Proposition 2 refunds all excess taxes and revenue to the citizens. In the event of a declared disaster emergency, Proposition 2 allows for an exception. Interesting facts to consider: For more than a decade, Colorado's version of Proposition 2 has returned $3.2 billion to taxpayers. Why vote against Proposition 1?
